Why doesn't Bush get up at the podium, beat his fist and tell that #@&X% Congress to get off their duff?

because he is out of office in 6 months. why should he care. its the next persons in line job to fix this mess. and besides lobbyist pay congress more than bush so there going to listen to the person with more money.
